E - TENDER NOTICE

Tenders are invited under two bid system on percentage & Item rate basis for the under mentioned works from eligible Contractors/Agencies/L & C Societies enlisted with any of PWD (B&R), CPWD, MES, PUDA, improvement Trusts or any other Punjab Government Undertaking.

Terms & Conditions

1. Conditional/incomplete tenders shall not be accepted.
2. The detailed notice inviting tenders & other relevant papers relating to the works can be seen at website https://www.eproc.punjab.gov.in or in the office of undersigned on any working day during working hours form 3.00 p.m. to 5.00 p.m.

3. Interested Bidders can purchase and submit the tender documents through online mode only by paying non-refundable processing fee and tender fee from the web site https://www.eproc.punjab.gov.in

4. The tender documents non-transferable will be issued on submission of:-

a. The contractor should have a GST registration number (GSTIN) issued by the Excise & Taxation department & PAN No. issued by the Income Tax Department No. tender will be accepted without these documents.

b. Copy of proof of enlistment in appropriate class & renewal/validity date.

c. Copy of proof of Govt. Electrical Inspector certificate with renewal/validity date.

d. Copies of certificates regarding the work done during the last three years in an appropriate class.

e. The contractor/firm/society registered with ESI and EPF on the date of quoting the

quotations/tenders will be eligible for the work. The contribution of the Provident fund/ESI will be made by the contractor/firm/society as per the provision of the respective act. The payments will be released to the contractor/firm/society after fully satisfying that the contractor has complied the laws as per the requirements of EPF and ESI.

Additional Conditions

1. The work shall be carried out strictly in accordance with the Punjab PWD specification of 1985 for electrical work building in the State and also according to the instructions of the Engineer-in-charge of the work.
2. The breaking and then repairing (if required) of wall, ceiling etc shall be done by the contractor at his own cost and to the entire satisfaction of the Engineer-in-charge of the work. All the chases and holes for wiring or other purpose shall be filled in properly, neatly and brought to the original finish according to the entire satisfaction of the Engineer-in-charge. No extra payment for the same will be made.
3. The Engineer-in-charge can increase or decrease the quantity of any item of work given in the schedule if considered necessary during the progress of work.
4. G.I. pipe for earthing purposes for protection of earthing wire may be of class ‘A’.
5. All the pipe work, iron clad switches, iron clad branch distribution, fuse board, conduit for strip for light, fan and plug point teak wood round black and boxes etc shall be painted/varnished both from inside and outside as the cases may be with the two coats of approved paint /varnish, Rates given in the attached schedule are inclusive of this work.
6. Before energizing the system, the following tests shall be conducted by the contractor so as to find out if the installing is conforming to the relevant rules/specifications. The test report will be provided by the contractor to Engineer-in-charge.

1. Earth resistance test
2. Earth continuity of conduit pipe or other iron clad system etc.
3. Insulation test
4. Polarity test

7. In case work is held up for any reason the contractor shall not be entitled to any compensation.
8. No claim on account of fluctuation of prices due to any reason shall be considered.
9. If a contractor withdraws or demands his offer within a period of ninety days, he is liable to be blacklisted.
10. All shutters for covering the switches, BOBs shall be flush type, their bottom being 4’(120 cm) from floor level and control switches are to be 4’-6”(135 cm) from floor level.
11. Brass screw to fix 3/16” Bakelite sheet are to be flat headed with underneath.
12. The three pin plugs are to be provided to the height of 9” (23 cm) from the floor level in all type of building with the exception of residential houses family accommodation where plugs may be provided at the height of 5” (15 cm) from the floor level. In the residential houses, if the position of plug happens to come to the same place where the control switch are to be installed, this type of three pin plug shall be treated as control and earth wire shall be paid extra from the nearest point available in this type of situation.
13. The contractor shall not execute additional items of the work which are not included in the attached list unless he receives written instruction for the same from Engineer-in-Charge.
14. All the material proposed to be used for the work shall be got approved from the Engineer-in-Charge of the work before their installation.
15. Contractor shall be required to provide suitable thimbles or turned sockets at the joint of cable where the same are to be fitted in the switches. Meter plates of bus bar chambers (if so required) to be provided without any additional cost. Rates provided in the schedule are inclusive of the work.
16. Contractor would be required to write the letter, ‘M’ on the double pole switches and triple pole switches with neutral link with permanent indication of neutral conductor in the switch to be connected to earthed neutral conductor of the lines without any additional cost.

(q) Welded screw, conduit pipe made from 11/16 SWG, 2.00/1.60 mm dia SWG steel sheet as stipulated in the schedule enameled both from inside/outside shall be used. The Length of the Conduit pipe shall be joined by means of screws, sockets so that it shall be electrically continuous through cut. The threads should be free from grease, oil etc and no material of this nature should be allowed to remain due to which insulation of the conductor is likely to be damaged.

18. 5 % security will be deducted from all running bills. A performance bank Guarantee of

Schedule Bank in the prescribed format in favour of the Executive Engineer, PAU, Ludhiana for an amount 5% of the amount of contract valid up to six months beyond the date of completion (Time Limit) to cover the amount of liquidated damages and/or the compensation of the breach of contract shall be deposited with Executive Engineer. No payment for work done of any kind shall be released till such performance Guarantee is furnished.

19. Contractor will not claim charges on account of delay in issuing of material due to any reason.
20. One year guarantee for the proper functioning of all the equipment installed covered in the scope of work shall be executed by the contractor.
21. Past experience of the completed works (contract agreement) in the last 5 years for the works:-

Note: It will be preferred to use the above mentioned makes. In case, equivalent is to be used, the prior approval of Engineer-in-charge will be taken by the contractor/firm.
